How to turn on Userenv debugging

You can also turn on debug logging for Userenv which will give you a lot more information about what is breaking:

Key: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
Value: UserEnvDebugLevel
Value Type: REG_DWORD
Value Data: 10002 (Hex)
